It's a minor learning curve difference at most. It’s front-loaded with enticing new options that dramatically increase the replay value of the first half of the campaign. With the exception of the MELD research tree, the new stuff is paced really well for the game. Enemy Within is an amazing expansion to a brilliant tactical game. For example, you don't have to worry about collecting MELD in the original, so learning how that works and dealing with the time constraints involved might be more difficult for someone new to the game. The original game has fewer maps, fewer features, etc., which might be easier to learn. Those three things are huge extensions of the original game.

But I think what they're getting at is EW expands the base game by introducing EXALT, collecting MELD, gene modding, and MEC.
